About this opportunity
The Town of Manchester, Connecticut is soliciting expressions of interest for the acquisition and redevelopment of 18 Main Street, a historic 0.85-acre Town-owned property zoned General Business, with responses due July 6, 2026 at 11:00 a.m. The Town reserves the right to reject all submissions, conduct interviews with shortlisted respondents, or enter into exclusive negotiations with one or more selected entities.
The property, formerly used as administrative space for the 8th Utilities District and situated on Route 83 near residential neighborhoods and commercial developments, must be developed for uses compliant with zoning regulations and result in occupied, well-maintained buildings without nuisance uses. Respondents must propose a specific use and purchase price as part of their submission. No minimum or target purchase price is stated.
Qualified individuals, entities, or teams may respond. Submission requirements include firm description and history, related project experience from the past five years with project references, organization charts with detailed staff resumes, project approach and timeline, litigation and arbitration history, evidence of financial capability to execute the purchase, completed IRS Form W-9, FEIN/EIN number, and authorized contract signatory contact information.
A Town-selected committee will evaluate proposals on three criteria: development plan (40 points), financial capability (30 points), and purchase price (30 points). Any selected entity will be required to enter into a purchase and sale agreement that may include provisions regarding building design standards, investment commitments, implementation schedules, and title reversion for failure to perform. The Town is under no obligation to sell the property.
Questions are due June 30, 2026 at 4:00 p.m. A non-mandatory site visit is scheduled for June 23, 2026 at 9:00 a.m. at 18 Main Street. Responses must be submitted electronically through the Town's OpenGov Procurement Portal. Contact Cora Narracci, Purchasing Agent, at (860) 647-3033 or cnarracci@manchesterct.gov.
