The scope covers five-days-per-week cleaning between 6:15 p.m. and 2:00 a.m. across approximately 46,500 total square feet: the Police Department (40,000 square feet, 70 daily employees) and Technology Solutions/Emergency Management (6,500 square feet, 10 daily employees). All cleaning products must be certified by Green Seal or EPA's Safer Choice program. Bidders must provide separate itemized pricing for each location, including hourly rates for emergency cleaning (two-hour response) and on-call services (24-hour minimum notice), plus pricing for extra services such as carpet shampooing, tile deep cleaning, concrete auto-scrubbing, and floor burnishing.
The contractor must have been established in commercial janitorial services for a minimum of three years in North Carolina and provide three current client references. Required insurance includes Workers' Compensation, Commercial General Liability of $1,000,000 per occurrence, Business Auto of $1,000,000 per occurrence, and Professional Liability of $1,000,000, with the Town named as additional insured. All employees must complete fingerprint-based criminal background checks and DCI Security Awareness Training prior to work commencement and annually thereafter. The contractor must comply with E-Verify and all federal and state laws.
The initial contract term runs July 1, 2026 through June 30, 2027, with options for two additional one-year renewals by mutual agreement. The Town will award to the lowest responsive and responsible bidder. Written questions are due June 1, 2026, with responses by June 3, 2026. Attendance at the mandatory site visit is required for bid consideration. Bid prices must remain valid for 60 days after opening.
