About this opportunity
The Massachusetts Department of Mental Health is issuing a Request for Information on Adult Community Clinical Services (ACCS) reprocurement, with responses due November 30, 2026 at 3:00 PM EST through COMMBUYS or email to Elizabeth.Welch@mass.gov. This RFI is non-binding and designed to gather input from service providers, current and former service recipients, family members, caregivers, and guardians to inform a future Request for Response anticipated in calendar year 2027.
ACCS is a comprehensive, clinically focused service for individuals aged 18 and older authorized by DMH prior to enrollment. The service model centers on a multidisciplinary clinical team providing 24/7/365 coverage, supplemented by contractor-based housing options. The current contract was last procured in November 2017.
Responses must follow submission guidelines: US Letter size (8.5 × 11 inches), 12-point Times New Roman font, single-spaced, maximum five pages per response. No specific format beyond these parameters is required. Respondents bear all preparation costs. Responding is entirely voluntary and will not affect future proposal consideration, confer advantage or disadvantage, or obligate DMH to issue a subsequent procurement or incorporate RFI provisions into future solicitations.
All responses become Commonwealth property subject to Massachusetts Freedom of Information Law, though trade secrets and commercial/financial information may be withheld. Respondents must monitor COMMBUYS for any RFI amendments or addenda. DMH authority derives from MGL c. 29, 29B; MGL c. 7, 22; 801 CMR 21.00; 808 CMR 1.00; 815 CMR 3.00; and the Federal Single Audit Act and Uniform Guidance (2 CFR Part 200, Subpart F).
