About this opportunity

The Maryland Department of Health (MDH) Behavioral Health Administration (BHA) is issuing a Request for Applications (RFA) to award one-time grants to Historically Black Colleges and Universities (HBCUs) in Maryland. The grants will provide funding to support behavioral health programs and initiatives on HBCU campuses. The grant period is 12 months, from June 1, 2024 to May 31, 2025, and BHA has budgeted $2 million for multiple awards. Applicants must be Maryland HBCUs and may submit only one application, which should be no more than 10 pages and must address the scope of work requirements, including developing or expanding a behavioral health program, identifying a project manager and staff, and submitting quarterly reports. Applications are due by July 3, 2024 at 2:00 PM EST through the eMaryland Marketplace Advantage (eMMA) system. The grants will be awarded based on the evaluation criteria, which focuses on key focus areas, target population, goals and objectives, outcomes, evaluation methods, project management, partnerships, and timeline. The budget will be evaluated for reasonableness based on the proposed activities, and indirect costs cannot exceed 10% of the total direct costs.

This RFA is specifically targeted towards Maryland HBCUs, and only those institutions are eligible to apply. The Maryland Department of Health may reduce or withhold grant payments if the grantee does not provide required deliverables. The total available funding for this opportunity is $2 million, and individual award amounts will depend on the number of qualified applicants and the evaluation of their proposals.
