About this opportunity
The Maryland Department of Health (MDH), specifically the Behavioral Health Administration (BHA), is issuing a Request for Applications (RFA) for statewide language interpreter services targeting Deaf, Deaf-Blind, Hard of Hearing, Late-Deafened (DDBHH/LD), and Limited English Proficient (LEP) individuals with Substance Use Disorder (SUD), Mental Health Disorder (MH), or co-occurring disorders. The procurement seeks a qualified vendor to provide comprehensive language interpretation services that facilitate low-barrier access to behavioral health treatment for populations facing communication barriers. Key objectives include supporting individuals who cannot readily access treatment due to linguistic or communication challenges, with a focus on culturally and linguistically appropriate services. The RFA was posted on August 15, 2025, with proposals due by August 29, 2025. The interpreting and translation program is specifically designed for individuals with documented mental health or substance use diagnoses who are DDBHH/LD and/or LEP, and notably, the services are not reimbursable under a fee-for-service model.
While specific set-aside designations are not explicitly detailed in the provided information, the contract appears focused on providing specialized language interpretation services for a vulnerable population with specific communication needs. The program is uniquely structured to support individuals who face significant barriers in accessing behavioral health treatment due to language or hearing limitations. The RFA indicates that the selected vendor must have expertise in providing interpretation services across multiple communication modalities, including sign language and translations for non-English speaking populations. The contract seems designed to address a critical gap in behavioral health service accessibility, though specific budget ranges or award values are not specified in the current documentation. Potential respondents should have demonstrated experience in providing comprehensive language interpretation services, particularly within behavioral health and disability support contexts.
Opportunity text
The Maryland Department of Health (MDH or the Department), Behavioral Health Administration (BHA or the Administration), is issuing this Request for Applications (RFA) to acquire a qualified offeror to facilitate language interpreter services for deaf language interpretation for Deaf, Deaf-blind, Hard of Hearing, Late-Deafened (DDBHH/LD), and/or Non-English speaking language interpretation for Limited English Proficient (LEP) individuals diagnosed with a Substance Use Disorder (SUD), Mental Health Disorder (MH), or co-occurring SUD and MH disorder. Language interpreter services will be utilized to support the facilitation of language interpretation for low barrier/threshold access to behavioral health treatment that is not readily accessible for individuals who are DDBHH/LD and/or LEP or other disability that may fall within the provision in the use of an "interpreter" due to the presence of communication barriers, and the lack of staff trained in the provision of culturally and linguistically appropriate services to these populations. The interpreting and translation program funded under this agreement, is not reimbursable under the fee-for-service (FFS) model; is designed for individuals who have a documented SUD, MH, or co-occurring SUD and MH disorder diagnosis, and are DDBHH/LD and/or LEP.
