About this opportunity

San Bernardino County is seeking a contractor for the replacement and installation of carpet and flooring at the Scherer Community Center through a Community Development Block Grant (CDBG) project designated as YUCA-24-1-03A/0286. The project requires comprehensive flooring renovation including asbestos abatement of existing floor tile and mastic, potential subfloor sheeting preparation, installation of moisture barriers with alkali control, installation of new rubber cove base, Luxury Vinyl Tile (LVT), and carpet. Contractors must be prepared to remove and replace furniture in affected rooms and properly dispose of existing flooring materials. The project has a strict completion window between December 18, 2025, and January 2, 2026, requiring precise scheduling and execution. Bidders must comply with Davis-Bacon wage requirements and California prevailing wage standards, with specific labor compliance obligations including maintaining appropriate apprenticeship ratios and certified payroll reporting. Contractors will need specialized qualifications in flooring installation, asbestos abatement, and the ability to work within a compressed timeframe during the holiday period.

The procurement appears to have several set-aside and compliance requirements typical of federally-assisted projects. Contractors must meet Section 3 requirements for employment and contracting opportunities directed toward low- and very low-income persons, with specific affirmative action goals of 19% minority and 6.9% female workforce utilization. The project is subject to Build America Buy America Act domestic content preferences, and contractors must register with the Department of Industrial Relations. Performance, payment, and labor-material bonds equal to 100% of the contract price will be required. While a specific budget range is not explicitly stated, contractors should be prepared to provide comprehensive flooring services for a community center facility, likely involving complex asbestos mitigation and full-scale floor replacement. Bidders must demonstrate expertise in municipal construction projects, particularly those involving federal grant funding, with specific attention to waste diversion requirements and strict labor compliance standards.
