About this opportunity

The City of Royal Oak is soliciting proposals for replacement of an HVAC system and extension of an energy management control system at the 44th District Courthouse (400 East 11-Mile Road, Royal Oak, Michigan), with proposals due October 29, 2026 and a mandatory pre-proposal site visit on October 19, 2026 at 2:00 p.m. The awardee must be an ALC factory distributor within 10 miles of Royal Oak — a decision-filtering eligibility requirement.

The scope encompasses extending the Automated Logic Corporation Energy Management System from the Police Station to the courthouse; replacing a single boiler with two new high-efficiency condensing boilers with variable speed pumping; replacing approximately 90 tons of existing failing VAV rooftop units with new units; and replacing controls on all VAV terminals, fan coil units, and unit heaters. Full compliance with the current Michigan Commercial Energy Code (IECC 2021 and ASHRAE Standard 90.1-2019) is mandatory. The project must maintain continuous, secure, and reliable HVAC service to a fully operational courthouse with minimal disruption to court operations and public access.

Qualified contractors must hold a valid Michigan mechanical and electrical contractor license, maintain one million dollars in professional business insurance (general liability, automobile, workers' compensation, and professional liability), possess bonding capacity for a 100% performance bond, have at least six factory-trained support engineers with Network+ certifications, and document at least five years of experience with comparable commercial HVAC replacement projects. All on-site personnel require background checks and must adhere to strict site management and daily cleanup standards.

Proposals are submitted as lump-sum base bids with itemized cost breakdowns for airside, hydronic/boiler plant, controls, and electrical work through the BidNetDirect procurement portal. Pricing remains firm for 90 days from bid award or until project completion, whichever is longer. The City is exempt from Michigan State Sales and Federal Excise taxes; tax exception certificates will be provided upon request. Award notification is scheduled for November 24, 2026, with services beginning November 25, 2026 and project completion targeted for June 30, 2027. Written questions are due October 22, 2026 at 3:00 p.m., with an addendum deadline of October 26, 2026. The City's designated commissioning authority is Upgrade~Evolve Consulting.
