About this opportunity
The Town of Waterford Utility Commission is requesting sealed proposals for the replacement of existing plastic water services with new copper water services on Rope Ferry Road under IFB #26-014, with bids due November 12, 2026 at 2:00 p.m. The project is located on a state road in Connecticut; all contractors must adhere to state permitting and restoration rules and regulations.
A minimum 25% subcontracting requirement applies to the state-funded portion, with specific allocations for certified small and minority-owned and women, minority, and disabled-owned businesses under Connecticut DAS certification programs.
The scope includes installation of 1-inch and 2-inch copper tubing, main tapping and corporation stops, curb stops, and curb boxes. Pricing is structured as unit costs per foot for copper tubing and per-unit costs for associated fittings and components, with all costs fully inclusive of installation. The bidder must mobilize within 2–3 weeks of award and complete all work within 90 consecutive calendar days from Notice to Proceed. Liquidated damages of $1,000 per calendar day apply for delays beyond the completion deadline.
A bid bond equal to 10% of the total bid amount is required for bids exceeding $50,000. Performance and payment bonds equal to 100% and 100% of the contract sum are required if the award exceeds $50,000 and $100,000 respectively, with surety companies meeting Connecticut licensing and rating standards. Non-resident contractors must post a 5% guarantee bond with the Connecticut Department of Revenue Services.
The contract is subject to Connecticut prevailing wage requirements under General Statute Section 31-53; contractors must pay hourly wages established by the State Labor Department and submit monthly certified payroll documentation. The Town will retain 5% of the final contract price for up to six months following project acceptance. The award will be made to the lowest responsible bidder; the Town reserves the right to reject any or all bids and to include add/deduct alternates within available funding. Sealed bids must be submitted electronically through the Town's e-Procurement Portal.
