About this opportunity

Montgomery County, Maryland is soliciting bids through Invitation for Bid (IFB) No. 1185471 for a comprehensive bridge replacement project located in Derwood. The project involves replacing Bridge No. M-0056, a two-lane bridge over Mill Creek Tributary, with a new 48'-0" wide bridge constructed using precast non-voided concrete slabs, abutments, and wing walls. Key deliverables include relocating water and sewer utilities, installing a 12" Washington Gas casing pipe, removing the existing 27'-8" wide concrete bridge, milling and resurfacing 215 linear feet of roadway, installing 363 linear feet of W-beam traffic barrier, constructing curb and gutter, and performing stream restoration along 375 linear feet of Mill Creek. The pre-bid meeting is scheduled for October 3, 2025, at 10 am via Microsoft Teams, with final bids due by 11:00 am on October 24, 2025. The total contract duration is 368 calendar days, with liquidated damages of $1,550 per calendar day for unauthorized extensions. Bidders must provide a 5% bid guarantee and will be required to submit performance and labor & material payment bonds for 95% of the total base bid.

The procurement includes provisions for Minority, Female, and Disabled (MFD) business participation, with contractors encouraged to subcontract a percentage of the work to certified MFD businesses. Prevailing wage rates apply, and the project is funded through Montgomery County with potential state and federal involvement. An incentive/disincentive clause is incorporated, offering $8,000 per calendar day for early completion (up to 10 days) and charging $8,000 per calendar day for delays beyond the required road opening date. While no specific incumbent vendors are mentioned, the project includes comprehensive infrastructure improvements such as utility relocation, stream restoration, and roadway reconstruction. The solicitation includes two additional document sets: the Redland Road Plan Set (64 pages) and the Washington Gas Plan Set (7 pages). Though a specific budget range is not explicitly stated, the complexity of the project, including bridge replacement, utility work, and environmental restoration, suggests a significant investment in local infrastructure improvements.
