About this opportunity

The Maryland Department of Natural Resources is requesting sealed bids for replacement of the boat launch dock at St. Mary's State Park, 21250 Camp Cosoma Road, Leonardtown, Maryland, under IFB 605B7600007, with bids due September 4, 2026 at 5:00 p.m. in the eMMA system. This solicitation is designated exclusively for Certified Small Business Enterprises (SBEs) — a hard set-aside that filters eligibility.

Amendment No. 1, posted September 2, 2026, extended the bid submission deadline from 5:00 a.m. to 5:00 p.m. local time on September 4. Prospective bidders must acknowledge receipt of this amendment by submitting a bid and must direct all written questions to Emmanuel G. Smith, Procurement Officer, at emmanuel.smith2@maryland.gov.

The scope requires removal and disposal of the existing floating dock, four pilings, and gangway, followed by purchase and installation of four new marine-grade timber pilings, a new commercial-grade floating dock system with internal pile guides, a new ADA-compliant aluminum gangway, steel diamond plates on the concrete abutment (approximately 72 square feet), and 36-foot metal handrail systems on each side of the abutment. All work must be completed within 90 calendar days of Notice to Proceed during normal park hours (8:00 a.m. to 4:30 p.m., Monday through Friday). In-stream work is prohibited from March 1 through June 15 annually due to St. Mary's Lake being a Use I waterway. The contractor must hold a Maryland General Contractor license and comply with OSHA, MOSHA, Maryland Building Performance Standards, and the International Building Code. A Unit Price (Unit Price #1) is required for driving and installing new pilings below the mud line beyond the assumed 15 feet below mud line, at cost per linear foot multiplied by an estimated 30 linear foot quantity.

Bid prices are firm for 120 days from opening. Liquidated damages are assessed at $150 per calendar day for delays. The contractor must provide a two-year warranty on all work and submit manufacturer's warranties, operation and maintenance manuals, final inspection reports, and as-built drawings. Performance and Payment Bonds are due within 10 days of request by the DNR Procurement Officer. A pre-bid site visit is encouraged but not mandatory; prospective bidders must contact Facility Manager Catherine Donley at 301-872-5688 prior to visiting the site.
