About this opportunity

The Commonwealth of Kentucky Transportation Cabinet, Division of Purchases, on behalf of the Department of Highways, is issuing a Request for Bid (RFB 605 2000000590) to establish a master agreement contract for replacement hydraulic couplers and hoses. The procurement consists of ten line items totaling approximately 1,230 to 1,430 units, including Parker OEM hydraulic quick-connect couplings in 1/2", 3/4", and 1" sizes manufactured from 303 stainless steel, with quantities ranging from 30 to 500 units per line item, and four types of 1/2" hydraulic hoses in lengths of 48, 60, 72, and 84 inches with 3000 PSI ratings and NPT male connectors, each in quantities of 100 units. All deliverables must be shipped F.O.B. Destination Freight Prepaid and Allowed to the KYTC Division of Equipment Receiving Shop at 1239 Wilkinson Boulevard, Frankfort, Kentucky 40622, with the vendor bearing all shipping and freight claim responsibility. The initial contract period is one year with four optional one-year renewal periods subject to written approval from both parties. Evaluation will be conducted on a best value basis with 95 points allocated to price and 5 points allocated to delivery time, with the lowest-priced bidder receiving maximum points and subsequent bids calculated proportionally. Written questions must be submitted by April 21, 2020 at 4:00 PM Eastern Time, with the Commonwealth's responses posted by April 22, 2020 at 4:00 PM Eastern Time. Bids are due by April 29, 2020 at 10:00 AM Eastern Time via mail, courier, or email to KYTC.Bids@ky.gov, with a tentative award date of May 12, 2020.

Kentucky resident bidders receive reciprocal preference against nonresident bidders from states providing similar preferences, and qualified bidders including Kentucky Correctional Industries receive additional preference points. Bidders must submit a signed solicitation face page, completed bid information form, and required affidavits regarding campaign finance compliance and tax registration, along with any applicable resident bidder status affidavits. Vendors will face a one percent daily deduction on invoices for deliveries exceeding the contracted due date, although the vendor is not liable for delays caused by Commonwealth acts, third parties, civil authority, civil disturbance, war, terrorism, pandemics, natural disasters, or acts of God. Payments will be made within thirty working days of receipt of goods and proper invoices, with a penalty payment of one percent per month for payments exceeding this timeframe. Price increases are permitted only after the initial twelve-month period with industry-wide justification and thirty days' notice, while price decreases must be implemented immediately. All bids must remain valid for a minimum of 90 calendar days following the bid closing date. No specific budget range or award value is stated in the solicitation, as this is a master agreement procurement with no guaranteed purchase quantities.
