Only small businesses meeting NAICS code 238330 (Flooring Contractors) are eligible to bid.
The scope encompasses removal of approximately 2,231 square feet of existing carpet and installation of luxury plank laminate vinyl tile (LVT) flooring, plus interior painting of approximately 5,300 square feet of office spaces. The LVT flooring must feature click-lock connection, 6.5mm minimum thickness, 100% waterproof composition, pre-attached underlayment, and anti-microbial treatment. Interior painting requires a minimum of two coats of semi-gloss, low-VOC paint on all designated interior walls.
Work is performed at the Southwest District offices on Coast Guard Island and must occur between 0700 and 1600 hours Monday through Friday, excluding federal holidays; any outside-hours work requires 24-hour advance written request to the Contracting Officer's Technical Representative. The overall period of performance is 75 calendar days from contract award. The contractor supplies all labor, materials, equipment, and supervision, including site management, daily debris cleanup, and careful handling of existing office furniture and equipment requiring relocation and restoration.
The contractor must submit flooring samples, cove base materials, paint selections, and a detailed project schedule within 15 workdays of award, with the Coast Guard allowing up to 3 workdays for review of each submittal. All on-site personnel, including subcontractors and suppliers, must be listed for security clearance purposes; Building 52 is subject to Coast Guard Physical Security Manual requirements and Real ID Act compliance. The contractor must provide company-marked work vehicles with current registration and proof of insurance, and comply with all applicable federal, state, and local laws and safety regulations. Final payment is conditioned on completion of a final walkthrough inspection and correction of any punch-list deficiencies.
