About this opportunity

The City of Norwich, Connecticut Department of Finance is issuing an Invitation for Bid (IFB) for repair and preventative maintenance services at the 22 Market Street Parking Garage. Proposals must be submitted through the City of Norwich Procurement Portal by 2:00 P.M. prevailing time on January 29, 2026, with a mandatory pre-bid meeting scheduled for January 21, 2026 at 1:30 P.M. at the garage location. Prospective bidders who fail to attend the pre-bid meeting are ineligible to submit proposals. Bidders must demonstrate a minimum of five years of documented experience in repairing parking structures with at least three relevant projects exceeding $1,000,000 in contract value. A bid surety equal to 5 percent of the total bid amount is required at submission in the form of a bid bond from a Connecticut-licensed surety, certified check, or bank check, with failure to provide this surety resulting in automatic bid rejection. For contracts exceeding $25,000, the awarded contractor must provide both a Labor and Materials Bond and a Performance Bond, each in the amount of 100 percent of the Total Proposal Price. All project documents are available exclusively through the procurement portal at https://norwichct.bonfirehub.com/portal/?tab=openOpportunities, and any addenda will be posted no later than three days prior to the opening date. The project is subject to prevailing wage rates issued by the United States Department of Labor, which bidders must include in their proposals, and Connecticut State Sales and Use Tax and associated Federal taxes are not applicable to the contract and must not be included in the bid price.

The solicitation documents do not specify any set-aside designations, restrictions on organization types, incumbent vendor information, or disadvantaged enterprise preferences. No estimated total contract value or award range is stated in the available documentation. The City reserves the right to reject all bids in whole or in part, waive minor irregularities, and award to other than the low bidder if deemed in the City's best interest. Bidders may not withdraw their proposals within sixty days of the bid opening date. Interested vendors requiring additional project specifications and requirements should contact Robert Castronova, Procurement Officer, at the City of Norwich, 100 Broadway, Room 105, Norwich, CT 06360, or by telephone at 860-823-3770.
