About this opportunity

Cecil County, Maryland is soliciting bids under IFB B-27-022-55078 for the Repair Port Deposit I&I Package 3 project, with a mandatory pre-proposal meeting on November 10, 2026 and bids due December 10, 2026 at 12:00 p.m. Cecil County reserves local preference rights of up to six percent of the bid amount or $60,000, whichever is less, for qualified local bidders as defined in Section 92 of the Cecil County Code.

The project eliminates stormwater and spring flow entering the sanitary sewer by installing new storm drain piping and appurtenances at several locations along MD 222 in the Town of Port Deposit. It also replaces one section of gravity sanitary sewer along Race Street. Work includes storm drain pipes and inlets, realignment of active sewer with new runs and bypass sewer as necessary, roadway and site restoration, and maintenance of traffic on the state highway. Work must comply with the Cecil County Department of Public Works Code and Standard Specifications and the Maryland Department of Transportation State Highway Administration Standard Specifications dated July 1, 2025. Bid prices must include all labor, delivery, materials, tools, and equipment.

Bidders must obtain a Certificate of Status from the Maryland Department of Assessments and Taxation and hold a current Maryland business license. A bid bond or certified check equal to 5 percent of the total base bid is required. If the total bid is less than $100,000, performance and payment bonds are not required; otherwise, each must equal 100 percent of the contract amount. Required insurance includes general liability with a $2 million annual aggregate, automobile liability with a $1 million combined single limit, and statutory workers' compensation.

The contract term is 150 calendar days from the Notice to Proceed, with no renewal options, and liquidated damages of $1,000 per workday apply to delays beyond that period. The project is subject to funding approval by the Cecil County Council and County Executive. Questions are due November 25, 2026. Bid prices must remain firm for 180 days from bid opening, and awards will be made within 180 days of bid opening. Responses are submitted electronically through the Cecil County OpenGov eProcurement Portal.
