About this opportunity
The Air Force Research Laboratory (AFRL) is soliciting sealed bids for pavement repair and striping work at AFRL and Defense Finance Accounting Service (DFAS) facilities in Rome, New York, with bids due August 10, 2026 at 3:30 a.m. local time. This is a 100% small-business set-aside under NAICS 237310 (Highway, Street, and Bridge Construction), with a small-business size standard of $45 million average annual revenue — a hard eligibility filter.
The scope includes three line items: AFRL pavement repairs (per Sheets C-100 through C-102 and C-105), AFRL striping (Sheets C-200 through C-203), and DFAS pavement repairs and striping (Sheets C-103, C-104, and C-204 through C-206). All work must comply with the Statement of Work, Technical Specifications, and Drawings dated May 29, 2026, and wage determination No. NY20230014. Contractors must meet CMMC Level 1 cybersecurity maturity model certification requirements, obtain base identification and vehicle passes for all personnel, comply with occupational safety and health standards for Department of Air Force installations, and manage hazardous materials per applicable federal requirements.
Performance is anticipated at 30 calendar days following issuance of the Notice to Proceed, with contractor performance beginning within 14 calendar days and completion within 30 calendar days of award. Performance and payment bonds are required within 14 calendar days of award. Pricing is firm fixed-price across all three line items. Offerors must provide acceptance periods of at least 45 calendar days following the bid due date. Payment is processed through the Wide Area Workflow (WAWF) system. Work is subject to inspection and acceptance at both AFRL and DFAS locations under Peter Fitzgerald's supervision.
