About this opportunity

The City of Edinburg Solid Waste Management Department is requesting sealed bids for repair of commercial metal containers, with bids due September 8, 2026 at 3:00 p.m. and a question deadline of August 28, 2026 at 3:00 p.m. A local-vendor preference under Texas Local Government Code Section 271.9051 applies to bidders whose principal place of business is within Edinburg if their bid is within five percent of the lowest bid price.

The scope encompasses fabrication of new roll-off containers (20-, 30-, and 40-yard sizes) and "like new" refurbishment of existing inventory, including full refurbishment services, floor replacement labor, standard welding labor rates, pick-up and delivery fees. All work must comply with ANSI Z245.30-2026 and ANSI Z245.60 standards, use specified material gauges (7-gauge A36 steel for roll-off floors, 10-gauge A36 steel for front- and side-loaders), employ continuous MIG welding, and meet SSPC-SP6 surface preparation. Repairs must restore containers to original specifications and include a minimum 90-day warranty on structural repairs and 1-year warranty on new fabrication. Bidders must provide three references for contracts performed within the last five years.

This is a unit-price bid contract with the City assigning quantities based on funding allocation or availability. The contract runs through September 30, 2027. Pricing is requested across 14 line items. Insurance requirements scale by contract value, ranging from workers' compensation and general liability for contracts under $5,000 to comprehensive coverage including employer's liability and protective liability for contracts $15,000 or more, with the City named as additional insured.

Bidders must complete multiple Texas compliance forms including House Bill 89 Israel Boycott Verification, Senate Bill 13 Energy Company Boycott Verification, and Senate Bill 19 Firearm Discrimination Verification. Bids must be submitted electronically or in sealed envelopes to the City Secretary's Office at 415 W. University Drive, Edinburg, Texas 78541. Bid opening occurs at City Hall Community Room on September 8, 2026 at 3:00 p.m. The City reserves the right to award items individually or in combination, hold bids for 60 days without action, reject any or all bids, and terminate the contract with 30-day written notice for unacceptable performance, repeated overcharges, or lack of funding.
