The project also includes smart-grid wireless SCADA and telemetry systems. Technical compliance requires UFC 3-550-01 and UFC 1-200-02. Primary deliverables are 100% executable design packages, specifications, and implementation schedules.

The NAICS code is 238210, with a $19.0 million small business standard listed for market research only, since Other Transaction Authority is not subject to FAR-based small business rules. The RFI asks for feedback on OTA experience, Progressive Design-Build methods, bonding capabilities, alternative acquisition strategies, and risk-sharing terms. Interested firms must answer 17 questions submitted to designated Government contacts, and firms are encouraged to register on the SAM.gov Interested Vendors List for updates. All feedback will be handled as public market research, and the Government is not obligated to award any agreement.
