About this opportunity

The Minnesota Department of Military Affairs is seeking a contractor to repair curtain-wall window leaks at the Mankato Readiness Center located in Blue Earth County. This formal solicitation requires a qualified contractor to address water and air leaks in three specific windows: one AW4 and one AW5 in room A103, and one AW2 in room A141. The project involves providing all necessary labor and materials to repair window deficiencies, with work expected to be completed between August 15, 2024, and October 31, 2024. Interested contractors must submit electronic bids through the Supplier Portal by August 16, 2024, at 10:00 AM Central Time, with all questions and clarifications to be submitted in writing to Audrey Thesing at audrey.thesing@state.mn.us. The Department of Military Affairs will award the contract to the lowest responsible bidder who meets all specifications and terms, with a site visit highly recommended prior to submitting a bid. Contractors needing technical assistance can contact the SWIFT Contractor Assistance Helpdesk at 651.201.8100, Option 1.

The solicitation appears to have potential set-aside provisions for targeted groups, including economically disadvantaged, veteran-owned, and other individual preferences in accordance with state law. Contractors must be registered as either bidders or suppliers in the SWIFT system before being eligible for award, with the total estimated contract value ranging between $10,000 and $20,000. The State of Minnesota reserves the right to award items separately, by grouping, or by total, depending on what is most advantageous. Contractors will be responsible for all applicable sales and use taxes, and the state's direct pay permit does not apply to this procurement. While no specific incumbent vendor is mentioned, the solicitation indicates that the contractor must provide comprehensive window repair services, including removal of existing window components, inspection, recaulking of joints, and reinstallation. The contract includes provisions for potential extension up to an additional six months and requires compliance with prevailing wage laws and submission of certified payroll information.
