About this opportunity
The 366th Contracting Squadron at Mountain Home Air Force Base is soliciting technical proposals for construction of a new electrical switching station and demolition of the existing facility under a Total Small Business set-aside, with technical proposals due May 21, 2026, and a mandatory site visit on April 29, 2026.
This is a Two-Step Sealed Bid procurement restricted to small businesses under NAICS 237130 (Power and Communication Line and Related Structures Construction) with a $45 million size standard. Only offerors deemed technically acceptable in Step 1 advance to Step 2 price bidding.
The scope encompasses site preparation, foundations, structural steel, installation of medium-voltage electrical equipment (12.47kV), control building construction, power ductbanks and conduits, and final commissioning. The work includes constructing Building B1017 as a new, complete operational switching station; transitioning base electrical loads from the existing Building 1406; and demolishing Building 1406. The total project duration is 850 calendar days (120 for pre-construction, 730 for construction).
Estimated contract value ranges from $10 million to $25 million as a firm-fixed-price award. Offerors must differentiate costs between CLIN 0001 (New Construction, maximum $9 million) and CLIN 0002 (Repair Work), as CLIN 0001 is subject to the unspecified minor military construction threshold. Funds are not presently available; the Government reserves the right to cancel the solicitation without obligation to reimburse offerors for costs.
Technical proposals are capped at 100 pages and must address ten evaluation factors: technical approach and project understanding, load-transition plan, commissioning plan, excavation plan, traffic flow and parking management, relevant experience (three comparable projects within the past seven years), key personnel qualifications, safety program, quality control and project management, and environmental compliance. Offerors must submit attendee names, driver's license information, and vehicle details by April 27, 2026. Questions are due May 8, 2026, at 4:00 PM MDT.
