About this opportunity

The County of Volusia, Florida is requesting bids on rental of landfill equipment for the Solid Waste Division at the Tomoka Landfill under ITB #27-B-02LB, with proposals due October 19, 2026 at 3:00 p.m. via the county's eProcurement Portal and questions due October 9, 2026 at 11:59 p.m. A local preference of up to 5% applies to respondents with documented permanent locations in Brevard, Lake, Orange, Osceola, Seminole, or Volusia County, provided the price difference does not exceed $25,000 from competing bids.

Contractors must be authorized and licensed to provide equipment rental services with delivery capability meeting a minimum two-business-day standard. Pricing must cover daily, weekly, and monthly rental rates inclusive of all delivery and transportation costs. The county will use a standardized Price Sheet (Attachment A) for bid submission; not all fields are mandatory for responsiveness.

Award will be based on total cost, delivery capability, past performance (three relevant references required), technical specifications compliance, and financial stability. The county reserves the right to award to multiple responsive and responsible vendors and does not commit to award to the lowest bidder.

The successful contractor will receive an initial three-year term with options for two subsequent one-year renewals, contingent on mutual written agreement and County Council approval where applicable. Payment terms specify full payment within forty-five business days of invoice receipt; invoices unpaid beyond thirty days accrue interest at 1% per month. The county is tax-exempt for federal excise and Florida sales taxes.

Contractors must maintain workers compensation with Florida statutory coverage and waiver of subrogation, commercial general liability at $1 million per occurrence / $2 million aggregate, auto liability at $1 million combined single limit, and contractual liability coverage. All policies must name the County of Volusia as additional insured, be primary and non-contributory, and provide thirty days written notice of cancellation. Bidders must also execute a Human Trafficking Affidavit and comply with federal contract provisions outlined in the October 14, 2025 Federal Contract Provisions document.
