About this opportunity
The Washington Suburban Sanitary Commission (WSSC) is seeking a qualified third-party consultant to provide Renewable Fuel Standard Renewable Identification Number Verification Services for its Bio-Energy facility located at the Piscataway Water Resource Recovery Facility in Accokeek, Maryland. The facility produces renewable natural gas from anaerobic digestion of wastewater sludge with an estimated capacity of 12 MMBtu/hour, supplying fuel to a local bus fleet and injecting rNG into the Washington Gas natural gas distribution system. The primary objectives of this procurement are to ensure compliance and marketability of D3 (Cellulosic) Renewable Identification Numbers generated under EPA-approved pathways, develop and implement a comprehensive RIN Quality Assurance Program, and perform ongoing verification services. The qualified consultant must demonstrate expertise in RIN compliance, EPA regulatory pathways, quality assurance program development, and renewable fuel verification. The procurement was posted on May 7, 2026, with a proposal deadline of May 28, 2026. Key deliverables include the development of a robust QAP framework, compliance documentation, and continuous verification protocols to support the marketability of generated RINs.
The solicitation document does not specify set-aside designations, disadvantaged enterprise restrictions, incumbent vendor information, or specific award values and budget ranges. Interested vendors should consult the complete procurement documentation for detailed submission requirements, evaluation criteria, and any applicable preferences or restrictions that may apply to qualified respondents. Organizations responding to this opportunity should be prepared to demonstrate relevant experience with renewable fuel verification, EPA compliance frameworks, and quality assurance program implementation in the context of cellulosic biofuel production.

- Has an estimated production capacity of approximately 12 MMBtu/hr
- Supplies rNG for use as vehicle fuel by a local bus fleet
- Injects rNG into the natural gas distribution system operated by Washington Gas
The produced fuel is expected to generate D3 (Cellulosic) RINs under EPA-approved pathways.
WSSC seeks a qualified third-party consultant to ensure compliance and marketability of these Renewable Identification Numbers (RINs), to develop and implement a RIN Quality Assurance Program (QAP), and perform ongoing verification services.
