About this opportunity
Palm Beach County Board of County Commissioners, Purchasing Department, is issuing Request for Quotation #26-0028/RR for a one-time service to remove and neutralize remnants of sodium hydroxide from a bulk storage tank at Water Treatment Plant #3 located at 13026 Jog Road, Delray Beach, Florida. The scope of work includes removing approximately 300 gallons of 25% sodium hydroxide solution from a 30,000-gallon tank into DOT-approved vendor-owned containers, removing any solids, sludge, or debris using hot water pressure washing and vacuum truck services, and neutralizing the interior tank surfaces to make the tank safe for human entry and subsequent repair welding by others. This is a confined space entry project with stringent safety requirements; all contracted employees must possess HAZ MAT certification and confined space entry training. Vendors must submit pricing as a firm, fixed unit price on an all-or-none basis covering all costs including supervision, labor, equipment, materials, tools, machinery, shipping, handling, transportation, fuel, mobilization, and demobilization. Successful vendors must provide evidence of three prior references for similar services completed within the past three years, a list of available equipment, and current copies of all required licenses and certifications. A mandatory site inspection is scheduled for Monday, November 17, 2025, at 9:00 a.m., with attendance verification required by 9:10 a.m. The quotation response deadline is November 20, 2025, at 4:00 p.m. local time, and work hours are scheduled for 7:00 a.m. to 3:30 p.m., Monday through Friday, unless other hours are approved by the Plant Maintenance Supervisor.
Insurance requirements mandate Commercial General Liability coverage of at least $1,000,000 per occurrence, Business Auto Liability of at least $1,000,000 combined single limit, and Workers' Compensation coverage in accordance with Florida Statute Chapter 440. Local preference provisions apply, offering a 5 percent price adjustment to businesses with permanent locations in Palm Beach County or the Glades, providing a meaningful advantage to qualifying local vendors. The County will conduct criminal history records checks on all unescorted employees entering critical or criminal justice information facilities. Vendors are responsible for manifesting and labeling all waste and providing certified receipts from disposal facilities. Payment will be rendered upon completion and acceptance of services, with invoices due within 45 business days of contract closeout. A post-award meeting must be scheduled within five days of notification of award. No budget range or estimated award value is specified in the solicitation documents.
