About this opportunity

The State of Ohio Adjutant General's Department is requesting quotes for removal of successional hardwoods and young forest habitat restoration at Camp James A. Gavin (C-JAG) under a competitive sealed bid process, with quotes due July 31, 2026. Site visits can be arranged by contacting Mr. Brian Riley at 614-336-4564 or brian.p.riley17.nfg@army.mil.

The scope involves habitat management activities to remove successional hardwood vegetation and restore young forest habitat at the military installation. Contractors must develop and submit an Environmental Work Plan within 30 calendar days of notice to proceed, approved by the Ohio Army National Guard Environmental Office before site work begins. The work plan must address stormwater management, erosion control, hazardous materials handling, waste management, asbestos and lead abatement, wetland protection, cultural resources compliance, and pest management. Contractors are responsible for obtaining all required permits, including NPDES permits for projects disturbing one or more acres and wetland permits where applicable. Work is subject to Migratory Bird Treaty Act restrictions on vegetation clearing and tree removal between April 15 and August 15 without nesting bird clearance. Contractors bear all costs for permits, regulatory fees, environmental testing, and waste disposal.

The award will be made to the lowest responsive and responsible bidder in accordance with the Ohio Revised Code, considering experience, financial condition, conduct on previous contracts, facilities, and management capability. Bids are firm for 60 days following opening. Unit costs must not include more than three decimal places. The contract may be subject to domestic preference provisions under the Buy American Act, Ohio product preference, and the Veteran-Friendly Business Procurement Program.

Bidders must submit compliance verification documents separately from quotes, including ACCORD Certificate of Liability Insurance, Bidder's Certification, Contractor/Subcontractor Affirmation, Affirmative Action Program Verification, Secretary of State documentation, current BWC Certification, and applicable MBE, EDGE, VBE, or WBE certifications. All quotes must be submitted online through the designated questionnaire portal. Protests based on RFQ improprieties must be filed no later than five business days prior to the bid closing date.
