About this opportunity

The City of Dallas is seeking qualified vendors for a thirty-six-month Indefinite Delivery/Indefinite Quantity (ID/IQ) service agreement for the removal and disposal of excavated materials from various city facilities. The procurement involves comprehensive excavation material removal services, including soil, sand, concrete, and similar materials transported to approved dumpsites, primarily McCommas Bluff Landfill. Vendors must maintain a minimum fleet of six steel half-round dump trailers and one rubber-tired loader, provide electronic weight tickets, and separate recyclable metals and concrete/asphalt materials before disposal. Qualified bidders must have at least one year of established experience in excavated materials disposal, submit a $100 bid security, and comply with a $23.06 per hour wage requirement for general service contracts. The solicitation requires electronic bid submission through the City's procurement portal by February 13, 2026, with a pre-bid meeting scheduled to address vendor questions. Evaluation criteria include responsiveness, responsibility, and potential local preference for Dallas-based firms with City-based headquarters and resident employees.

The contract has several set-aside and participation requirements, including provisions for local workforce representation and potential Disadvantaged Business Enterprise (DBE) considerations. A vendor list includes eight qualified firms across excavation services, sewage collection, and hazardous waste categories, with five primary excavation service providers: Coverall Management & Associates, Element Remediation Inc., Lara Hydrovac Excavation, Q. Roberts Trucking, and S. Pratt & Co. Contractors must obtain comprehensive insurance coverage, including workers' compensation, business automobile liability, and commercial general liability insurance with specific minimum coverage amounts. Subcontractors are required to maintain appropriate insurance and name the primary contractor as additional insured. While specific contract value is not explicitly stated, vendors must provide performance and payment bonds equal to 25 percent of the annual contract value, and pricing is subject to potential increases not exceeding 20 percent over the contract term. The City reserves the right to award the contract in its entirety or by line item in the manner most advantageous to its interests.
