About this opportunity
The Highspire Authority is seeking a contractor for the removal and disposal of dewatered biosolids from its Wastewater Treatment Plant, with bids being solicited through an online procurement process at PennBid.bonfirehub.com. The contract will cover a three-year period from January 1, 2026, to December 31, 2028, with the selected contractor responsible for collecting, transporting, and disposing of approximately 160 dry tons of biosolids annually at 20 percent solids concentration. Bidders must provide roll-off containers with open tops and sealed doors, remove and replace full containers within 48 hours of notification, and deliver and retrieve containers between 7 a.m. and 3 p.m. daily. The contractor must transport biosolids to a Pennsylvania Department of Environmental Protection (PA DEP) permitted landfill or facility, provide a manifest for each load detailing the disposal site and weight, and place containers as directed by the Wastewater Treatment Plant Superintendent. A performance bond for the total contract price is required, and bids must be submitted online by December 4, 2025, at 3:00 PM.
There are no specific set-aside designations or restrictions mentioned for disadvantaged enterprises in this procurement. The contract does not list incumbent vendors or specify existing infrastructure requirements beyond the roll-off container logistics. While the exact budget range is not explicitly stated, the contract implies potential annual costs related to biosolids disposal, container management, and transportation. The Borough will handle PA DEP required chemical analyses, while the contractor is responsible for selecting the disposal site and managing all associated approval costs. The procurement appears open to qualified waste management or environmental services firms capable of meeting the technical specifications, providing appropriate equipment, and demonstrating compliance with environmental regulations for biosolids disposal.
