About this opportunity
Volusia County, Florida is soliciting vendors for remanufacture of Allison automatic transmissions and service for VoTran buses, with proposals due November 3, 2026. The contract is funded in whole or in part with Federal Transit Administration (FTA) assistance, triggering mandatory federal compliance including a 5.2% disadvantaged business enterprise (DBE) participation goal using race-neutral means, with quarterly reporting required if the contract term exceeds ninety days; contractors must submit DBE utilization forms, participation schedules, letters of intent, and affidavits from certified DBE subcontractors, with good faith effort documentation required if goals are not met.
The scope encompasses complete disassembly, inspection, remanufacture, and reassembly of Allison transmissions to like-new condition, including replacement of all internal components, seals, and gaskets; transmission removal and installation; diagnostics and repair of related systems; warranty coverage; and emergency service capabilities. The contractor must be an authorized Allison service center, maintain adequate inventory of transmission cores and replacement parts, and perform work at its facility or an approved location with specified turnaround times for standard and expedited services. Work is performed at the contractor's facility.
Award will be made to the lowest total cost. The pricing sheet requires unit costs for three line items of remanufactured Allison B400R transmissions with specific part numbers and TID designations (one unit each), plus hourly labor rates for shop labor, overtime labor (subject to approval), and field labor; all pricing must remain firm throughout the contract term. Contractors must carry workers compensation with Florida statutory coverage and waiver of subrogation; garage liability with contractual liability and County additional insured status at minimum $1,000,000 per occurrence and $2,000,000 general aggregate; and garagekeeper's legal liability (Symbol 30) at $500,000 per location. Contractors must also execute a human trafficking attestation under Florida Statutes Section 787.06 and comply with FTA third-party contract clauses including civil rights, equal opportunity employment, record retention for three years post-termination, and debarment and suspension verification for covered transactions exceeding $25,000.
