About this opportunity
The Maryland State procurement opportunity, specifically for Calvert County and San Mar CDP, involves a rekeying project at the Jefferson Patterson Park and Museum (JPPM) located at 10515 Mackall Road in Saint Leonard, Maryland. The contract requires a contractor to furnish all necessary labor, equipment, materials, and services to rekey doors in the Patterson House and Grounds, with the ultimate objective of establishing a comprehensive master lock system. Interested contractors must submit a comprehensive bid package including a standard bid form, Bid/Proposal Affidavit, Conflict of Interest Affidavit, professional licenses or certifications, company insurance certificates, and acknowledgment of any potential amendments. The solicitation was posted on March 21, 2025, with proposals due by April 21, 2025, and JPPM will consider bids non-responsive if they lack required documentation, are received after the deadline, or do not include a completed Invitation for Bid (IFB). Contractors have multiple submission options including mail, fax, or email, and are expected to include a 10 percent contingency in their total cost proposal.
While the procurement documents do not explicitly specify set-aside designations or restrictions for disadvantaged enterprises, contractors will need to demonstrate professional qualifications through submitted documentation. The contract appears to be open to qualified locksmiths or security system professionals with appropriate licensing and insurance. No information is provided about incumbent vendors or existing technological infrastructure requiring integration. Though a specific budget range is not disclosed, the requirement to include a 10 percent contingency suggests the procurement anticipates potential variability in project scope and complexity. The project's focused nature - rekeying a specific historical site's locks - implies a relatively contained scope that would likely be suitable for small to medium-sized professional security or facilities maintenance contractors with experience in historical preservation settings.
