About this opportunity
The Maryland Department of Information Technology (DoIT) is requesting proposals for Internet Service Delivery connectivity services via Low Earth Orbit satellite technology to Site #334 at Mt. Aetna Road in Frostburg under PORFP FC0003405 B (reissue), with proposals due October 29, 2026 at 2:00 PM EST.
This is a separate award opportunity under the state's Master Contract #F50B4400028 for data telecommunications. DoIT intends to issue a separate award to the master contractor submitting the most advantageous offer for this location. No MBE goal applies.
The scope is Internet Service Delivery (Functional Area IV) for broadband connectivity from a state data aggregation facility to Site #334 at Savage Highlands State Park Lodge, with a requested minimum download bandwidth of 1 terabyte using LEO satellite technology. The PO Contractor must maintain end-to-end network availability at 99.7% uptime for each installed circuit and provide 24x7x365 maintenance support. Transition-in shall not exceed 60 days after Notice to Proceed; key personnel must be furnished within 30 days of NTP.
The contract term is four years from the NTP date, with a performance period of two years specified in the proposal window. No renewal options are identified. The anticipated start date is to be determined upon execution of the purchase order.
Evaluation is based on lowest proposed price, determined by monthly recurring charges, taxes, surcharges, connection fees, and special construction costs. Pricing must include three components: proposed monthly recurring service charges (MRC), total MRC for the 24-month initial period, and service installation cost with option for construction allowance if waived. No overtime or additional compensation beyond the submitted proposal will be paid.
Master Contractors must respond through eMMA and submit proposals in Microsoft Word format with signed price sheets in PDF and Excel formats, an on-net list, installation timeline, and conflict of interest affidavit. The PO Contractor's liability is limited to two times the total PO Agreement amount; failure to meet service availability requirements is subject to liquidated damages as specified in the Master Contract. Local contact: James Welch, (410) 855-3687, james.welch@maryland.gov.
