About this opportunity

The Maryland Department of Information Technology is requesting proposals for Low Earth Orbit satellite connectivity services under a reissue of PORFP FC0003173 B, with responses due October 26, 2026 at 2:00 PM EST. This is a location-specific award (Site #331) under Master Contract F50B4400028; DoIT intends to make separate awards for each location to the Master Contractor submitting the most advantageous offer.

The scope covers Internet Service Delivery (Functional Area IV - LEO) connectivity from state data aggregation facilities to the Maryland Department of Natural Resources facility at 1820 Monkton Road, Gunpowder Falls State Park, Monkton, Maryland (GPS coordinates 39.579489, -76.615518). The contractor must achieve 99.7% end-to-end network availability with 24x7x365 maintenance support, complete transition-in within 60 days of Notice to Proceed, furnish key personnel within 30 days of NTP, and provide a minimum download bandwidth of 1 terabyte.

The contract term is 24 months with an anticipated start date to be determined upon execution. Financial proposals must be fully-loaded, all-inclusive prices encompassing labor, overhead, general operating costs, administrative expenses, and all costs necessary to perform services. Pricing shall include monthly recurring service charges, service installation costs, and any non-recurring installation and special construction charges, with total evaluation cost calculated as the sum of MRC for the full 24-month term plus installation costs minus any construction allowance. No overtime payments will be authorized.

Evaluation is based on lowest proposed price per location. Proposals require a technical component (limited to two pages) describing services, an updated on-net list, installation timeline, and assumptions; a financial proposal with completed Attachment 1 Price Sheet; and supporting documentation including a signed Conflict of Interest Affidavit. Proposals must be submitted via email through eMMA to Procurement Officer Cherise Edmonds (Cherise.edmonds@maryland.gov; 410-697-9672). All proposed prices must remain valid for 120 days. The PO Contractor's liability is capped at two times the total PO Agreement amount.
