About this opportunity
The City of Ithaca is soliciting sealed bids for the Rehabilitation of North Aurora Street Bridge over Cascadilla Creek, a comprehensive infrastructure project located in Tompkins County. The procurement involves extensive bridge reconstruction, including complete demolition of the existing bridge superstructure, partial demolition of existing abutments, and construction of a new bridge with galvanized steel beams, concrete bridge deck, and Texas-style concrete barrier. Major work components also include installing a new bridge-supported watermain, coordinating with NYSEG for gas main replacement, constructing new approach sidewalks, and installing asphalt concrete pavement. The project requires total bridge closure with an offsite detour utilizing local streets during construction. Bidders must submit sealed proposals by March 29, 2019, at 2:00 PM to the City Controller's office, with a pre-bid meeting scheduled for March 22, 2019, at 2:00 PM. The contract stipulates substantial completion by November 15, 2019, and final completion by December 1, 2019, with a bid requirement of a certified check or cashier's check representing 5% of the total bid amount.
The contract includes specific diversity and inclusion requirements, with a Disadvantaged Business Enterprise Utilization Goal of 10%, an Equal Employment Opportunity goal of 1.2% for Minority Participation, and 6.9% for Women Participation. There are no service-disabled veteran-owned set-aside provisions for this procurement. Successful bidders must provide performance and labor/material payment bonds equal to the contract amount. While no specific budget range is explicitly stated, contractors will need to demonstrate technical capability to execute complex bridge rehabilitation work, including coordinating utility infrastructure modifications. The City of Ithaca reserves the right to waive informalities and reject any or all bids, with the ability to hold bids for up to 45 calendar days for review and contractor qualification assessment.
