About this opportunity

The District of Columbia is seeking qualified contractors for the rehabilitation of the Massachusetts Avenue Underpass at Thomas Circle, spanning from 13th Street to 15th Street NW. The project involves comprehensive tunnel repairs, including constructing concrete medians along both eastbound and westbound approaches and underpass rehabilitation. Contractors must submit a non-refundable fee of $50.00 payable to the DC Treasurer via company check or money order, with local companies required to pick up specifications in person. A mandatory bid bond of 5% of the total bid amount is required for participation. The procurement is classified as a Federal Aid Project, which subjects the contract to federal regulations, specifically Title VI of the Civil Rights Act of 1964, and requires compliance with US Department of Labor wage rates. The contract opportunity was originally posted on July 2, 2002, with an unusual due date of December 30, 1899, which appears to be an administrative error.

The contract appears to be open to contractors in the Washington metropolitan area, with potential priority given to local businesses. As a federal aid project, there may be provisions for disadvantaged business enterprises, though specific set-aside details are not explicitly stated in the provided documentation. The project involves infrastructure rehabilitation and will require contractors with expertise in civil engineering, tunnel repair, and concrete construction. Bidders must demonstrate capability to perform complex urban infrastructure restoration work while adhering to federal labor and civil rights regulations. While no specific budget range is mentioned, the requirement of a 5% bid bond suggests a potentially significant project value. Interested contractors must carefully review the full specifications, which can be obtained by qualifying businesses through the specified procurement process.
