The contract has a duration of 185 calendar days, with liquidated damages of $1,500 per calendar day for unauthorized extensions. Prospective bidders must be prepared to implement sediment and erosion controls, traffic control plans, and complete all associated infrastructure improvements as detailed in the project specifications.
The solicitation includes several notable participation requirements and preferences, particularly emphasizing local and minority business involvement. Contractors must subcontract a minimum percentage of the contract value to certified MFD businesses and make efforts to fill at least 25% of new positions with Montgomery County residents. Bid requirements include performance and labor & material payment bonds, each for 95% of the total base bid, and comprehensive insurance coverage including commercial general liability, business automobile liability, workers' compensation, and umbrella insurance. While a specific budget range is not explicitly stated, the project involves coordination with multiple local agencies and utilities, suggesting a substantial infrastructure investment.
