About this opportunity

The City of Norwich is requesting proposals from qualified engineering firms to provide survey and design services for the rehabilitation of a 0.41-mile section of Hunters Road and replacement of two bridges/culverts under the Local Transportation Capital Improvement Program (LOTCIP) administered by the Connecticut Department of Transportation, with proposals due November 27, 2026 at 2:00 p.m. Final selection remains subject to CTDOT concurrence.

The project scope spans topographic surveying to Class T-2 standards with one-foot contour intervals across approximately 50 feet of right-of-way plus 75 feet onto intersecting streets, followed by design deliverables at 50%, 90%, and 100% completion phases. Design work must address full-depth roadway reconstruction, pavement widening to a 24-foot minimum, drainage improvements, intersection realignment, bridge/culvert replacement with hydraulic analysis, complete streets multimodal accommodations, and bicycle lane integration. The selected consultant advances the project from survey through final design, permitting, and bid-ready contract documents in coordination with the City and CTDOT, working to CTDOT Highway Design Manual and LOTCIP Guidelines. All proposals must use a lump-sum fee format with cost breakdowns separated by survey and design/permitting phases and including hourly rates for reference.

Evaluation criteria are weighted as follows: LOTCIP/CTDOT experience (25%), understanding of scope (25%), key personnel (15%), fee proposal (25%), and references (10%). Consultants must submit non-collusion certifications, Equal Employment Opportunity documentation, Connecticut Department of Administrative Services prequalification (if applicable), and insurance certificates. Proposals must identify the project team with demonstrated LOTCIP experience, describe quality control procedures, and provide up to three relevant examples of similar roadway or LOTCIP projects.

Key milestone dates are 50% designs due April 30, 2027, 90% designs due July 30, 2027, and final bid-ready documents due September 24, 2027. Consultant selection is anticipated by December 18, 2026. Proposals remain valid for 90 days unless extended by mutual agreement; no bidder withdrawal is permitted within 60 days of the bid opening date.
