About this opportunity
The Housing Authority of Paducah, Kentucky is requesting bids on rehabilitation of 30 vacant housing units throughout Paducah under IFB No. B26003, with bids due June 26, 2026 at 2:00 PM CT and a pre-bid conference and worksite walkthrough scheduled for June 17, 2026 at 2:00 PM CT at 2304 Ohio Street, Paducah.
The scope requires furnishing all labor and equipment to renovate 30 specified residential units; the Agency provides all related materials and fixtures. The contractor must commence work within 90 calendar days of receiving a Notice to Proceed and complete all work within that 90-calendar-day period, working Monday through Friday from 8:00 AM to 4:30 PM CT unless pre-approved otherwise. Pricing is submitted exclusively through the eProcurement Marketplace and must be all-inclusive of labor, equipment, materials, supplies, tools, overhead, profit, licensing, and insurance. The contract is awarded on a firm-fixed-fee basis for each of the 30 pricing items to the lowest responsive and responsible bidder.
The contractor must comply with Davis-Bacon federal wage rates, obtain all required permits at contractor expense, and maintain current appropriate licensing from the State of Kentucky and McCracken County. Insurance requirements include workers' compensation, general liability with the Agency named as additional insured at a minimum of $1,000,000 each occurrence, and automobile insurance with combined single limits of $1,000,000. Bid bonds equivalent to 5 percent of the bid price are required for any proposed fee exceeding $40,000. The successful bidder must furnish either a 100 percent performance and payment bond, separate bonds each for 50 percent or more of the contract price, a 20 percent cash escrow, or a 25 percent irrevocable letter of credit. A 10 percent retainage will be held on all progress payments, typically made at 30-day intervals based on the percentage of work completed. Questions are due in writing by June 22, 2026 at 2:00 PM CT. The work is subject to all applicable HUD regulations, federal labor standards, and local, state, and federal codes.
