About this opportunity

Mt. San Antonio College is soliciting proposals for Registered Waterproofing Services through a Request for Qualifications (RFQ) for on-call professional consulting services from July 2025 through July 2026, with potential extensions for up to four additional one-year periods. The procurement seeks consultants to provide comprehensive building envelope design, construction, and maintenance services, with individual project assignments estimated to be less than $220,000. Proposals are due by June 3, 2025, with a mandatory pre-proposal meeting scheduled for April 21, 2025, and the college planning to award the contract by July 30, 2025, with work commencing on September 1, 2025. The evaluation process involves a three-stage assessment focusing on six key criteria: proposal completeness, consultant experience, references, staffing capabilities, proposed fees, and professional licensing. Consultants must submit detailed documentation including references, a non-collusion declaration, drug-free workplace certification, and Iran Contracting Act certification.

The contract will be subject to a Community Workforce Agreement (CWA), which includes specific labor provisions such as targeting 30% of construction labor hours for local residents, veterans, and student graduates. While no specific set-aside designations for disadvantaged enterprises are explicitly mentioned, the procurement emphasizes local economic development and workforce participation. Contractors must comply with prevailing wage regulations, Department of Industrial Relations (DIR) registration requirements, and provide separate pricing for CWA and non-CWA projects. The college reserves the right to negotiate, distribute requirements among multiple consultants, and terminate the contract annually, with no guaranteed minimum work amount. Financial implications suggest potential contract values up to $220,000 per project, with the overall contract period potentially spanning five years if all extensions are utilized. Strict compliance with labor codes, apprenticeship requirements, and comprehensive insurance provisions are mandatory for all participating consultants.
