About this opportunity

The Washington State Department of Commerce's Community Reinvestment Program (CRP) is soliciting proposals for comprehensive reentry service support across five counties: Franklin, Grant, Grays Harbor, Chelan, and Yakima. The procurement seeks organizations to provide pre- and post-release navigation services for individuals returning from correctional facilities, with key deliverables including employment support, training, cross-system coordination, and healing-centered practices. Proposers must demonstrate at least two years of experience serving individuals and families impacted by incarceration. The evaluation will be conducted on a 100-point scale, with 80 points for technical proposal content, 15 points for management proposal, and 5 points for cost proposal, with an additional 5% bonus for contractors not requiring mandatory individual arbitration clauses. A mandatory virtual pre-proposal conference is scheduled for January 7, 2026, at 2:00 PM Pacific Time, with a separate tribal pre-proposal conference on January 8, 2026. The question and answer period runs from December 17, 2025, through January 13, 2026, with final answers posted January 16, 2026. Proposals are due February 13, 2026, at 11:59 PM Pacific Time through the Secure Access Washington SMS portal.

The solicitation is open to a diverse range of organizations, including by-and-for organizations, community-based and faith-based organizations, grassroots organizations, federally and non-federally recognized tribes, tribal organizations, nonprofit and for-profit businesses. All proposers must be licensed to do business in Washington State or commit to obtaining licensing within thirty days of selection. Contractors must complete the By-and-For Organizational Information Form and submit certifications including diverse business inclusion plans and workers' rights certifications. The total available funding for this project is $2,252,034, with individual regional funding caps ranging from $81,047 for the Eastern Region to $397,338 for the King County Region. Proposals exceeding the identified regional funding amount will be considered non-responsive. The contract period of performance is from April 6, 2026, through June 30, 2027, with the potential for two one-year extensions at Commerce's discretion. Apparent successful contractors will be notified on or about March 17, 2026, with debriefing conferences available between March 20 and April 3, 2026.
