The Commonwealth of Virginia Department of Corrections Central Regional Office is requesting sealed bids for refuse removal services across nine DOC facilities in Chesterfield and Grayson counties, with bids due September 15, 2026 at 10:00 a.m. under IFB DOC-CR-756-26-01. All bids must include a Small Business Subcontracting Plan with a 42% utilization goal for DSBSD-certified small businesses.
The scope covers collection, compaction, and disposal of non-hazardous refuse at Academy for Staff Development, Beaumont Correctional Center, Capital Construction Unit, Central VA Correctional Unit #13, Chesterfield Women's Detention & Diversion Center, Probation & Parole District 27, State Farm Correctional Center, State Farm Work Center, and Virginia Correctional Center for Women. The contractor must provide and maintain one 34-cubic-yard self-contained compactor, three 30-cubic-yard open-top containers, thirty 96-gallon rolling totes, and one 20-cubic-yard recycling container. Pickups range from one to five times weekly depending on location. The contractor is responsible for all landfill fees, container maintenance and cleaning every 30 days, and emergency compactor replacement within 8 hours of notification.
The contract runs October 1, 2026 through September 30, 2027, renewable for four successive one-year periods. Pricing must be all-inclusive firm unit prices with no additional fees, submitted on the official state form in eVA with a detailed price schedule itemizing monthly costs by container type and location plus disposal rates. The Commonwealth awards to the lowest responsive and responsible bidder on a grand total basis. Bids remain valid for 90 days.
The contractor must maintain workers' compensation (statutory), employer's liability ($100,000), commercial general liability ($1,000,000 per occurrence / $2,000,000 aggregate), and automobile liability ($1,000,000 combined single limit). Additional requirements include pre-employment drug screening, PREA compliance, background investigations at contractor expense ($90 partial / $50 limited), E-Verify compliance for employers exceeding 50 employees, and sexual harassment training for employees in close proximity to state employees. Site inspection is required; the pre-bid conference is waived. Questions should be directed to Lori Hazelhoff-Mitchell at 804-513-1446.
