About this opportunity

The California Military Department's Office of the Adjutant General is soliciting bids under Invitation for Bid for refuse collection and disposal services at the California National Guard Combined Support Maintenance Shop in Long Beach, with written questions due November 4, 2026 at 2:00 p.m. and bids due November 12, 2026 at 2:00 p.m. A Small Business Preference applies: a five percent preference is granted when a non-small business submits the lowest bid, and non-small business bidders may receive up to a five percent incentive if they commit to subcontracting at least 25 percent of the net bid price with certified small businesses. The prime contractor must self-perform at least 80 percent of the total work.

The contractor must furnish all labor, equipment, materials, permits, and fees for weekly pickup Monday through Friday, 8:00 a.m. to 4:00 p.m., excluding state and federal holidays. Service covers three 3-cubic-yard trash bins, one 3-cubic-yard recycling bin, and one 3-cubic-yard yard waste bin. Required compliance includes Senate Bill 1383 organic waste recycling requirements, motor carrier permit requirements under the California Vehicle Code, drug-free workplace requirements, and prevailing wage rate provisions at 85 percent of state salary and benefits. Insurance requirements are commercial general liability of $1 million per occurrence and $2 million aggregate, automobile liability of $1 million per occurrence if applicable, and statutory workers' compensation.

The contract term is 36 months, from on or around December 1, 2026 through November 30, 2029. Work is performed at the facility at 3500 East Stearns Street, Long Beach, California 90822. The contract will be awarded to the lowest responsive bid from a qualified, responsible bidder. The bid opening is scheduled for 9:00 a.m. on November 13, 2026, held virtually with an in-person option on request. Bidders are not required to visit the worksite but must satisfy themselves regarding local conditions and work area measurements. Questions go to Ash Erickson at Bids@cmd.ca.gov.
