About this opportunity
Texas Parks and Wildlife Department (TPWD) is soliciting bids through an Invitation for Bid for refuse and trash collection, removal, disposal, and recycling collection services at Tyler State Park in Tyler, Texas, with bids due November 17, 2026 at 2:00 p.m. Central Standard Time. A pre-bid site inspection is highly encouraged and must be scheduled by contacting the Office Manager at least three business days before the bid deadline.
Scope includes routine trash pickups twice weekly in containers ranging from four to eight cubic yards, bimonthly recycling collection in four-cubic-yard containers, and forty-yard roll-off container rentals on an as-needed basis. Respondents must quote mandatory Items 1 through 7 and are highly encouraged to quote optional Items 8 through 17 and submit detailed price lists for additional services. Minimum qualifications require three years of experience providing the specified services, with references verifiable within ten working days of bid evaluation. Contractors must maintain statutory workers' compensation, commercial general liability of $1 million aggregate, and automobile liability of $500,000 combined single limit, naming the State of Texas as additional insured. Work must comply with the Clean Air Act, Clean Water Act, and Solid Waste Disposal Act, and the contractor must designate a permanent staff Contract Manager.
The contract term runs from December 1, 2026 through August 31, 2028, with options to renew for up to three additional one-year periods. Pricing is per unit, unit prices govern over extension errors, and pricing is quoted FOB destination with freight prepaid and included. Award will be made on an all-or-none basis to the best-value respondent, considering lowest price, qualifications and experience, delivery and service schedules, quality and reliability, past performance, and life cycle costs. TPWD reserves the right to increase or decrease quantities before award based on bid results and budget constraints. Landfill disposal fee increases are limited to one per twelve-month period and require substantial supporting documentation.
