About this opportunity
The Texas Parks and Wildlife Department is requesting bids for refuse and trash collection, removal, and disposal services at Caddo Lake State Park in Karnack, Texas, under IFB ESBD_544238_1785344312050_802-27-79185, with bids due August 12, 2026 at 2:00 p.m. Central Time.
The scope includes weekly trash pickup with container options of three, four, and six cubic yards; temporary forty-cubic-yard roll-off containers on an as-needed basis; and additional pickup services. Bidders must submit pricing for all twelve line items covering routine monthly service, service adjustments, and optional additional services. Pricing must be submitted as a flat monthly rate for routine service and separate unit pricing for additional pickups and service adjustments, with all administrative fees, fuel surcharges, delivery, pickup, and disposal costs included. TPWD reserves the right to adjust container quantities, sizes, and pickup frequencies based on actual park visitation patterns and operational needs throughout the contract term.
The contract term is twenty-four months commencing September 1, 2026 through August 31, 2028, with options for up to three additional one-year renewal periods subject to mutual agreement and fund availability. TPWD will notify the contractor of its intention to exercise renewal options at least thirty calendar days prior to contract expiration.
Bidders must demonstrate a minimum of three years of experience providing similar services and submit Exhibit A (Company Profile) and Exhibit B (Past Projects with References). Contractors must maintain comprehensive insurance including workers' compensation, general liability with minimum $500,000 per occurrence and $1,000,000 aggregate, and automobile liability of $500,000 combined single limit.
Award will be made on a best-value basis considering lowest price, qualifications and experience, delivery schedule, past performance, and service reliability. An optional site visit is encouraged; interested bidders should contact Park Office Manager Diane Winn at 903-679-3351. Payment is due within thirty days of receipt of properly prepared invoices.
