About this opportunity

The Texas Parks and Wildlife Department is requesting bids for refuse and trash collection, recycling collection, removal, and disposal services at Abilene State Park in Tuscola, Texas under IFB, with bids due August 18, 2026 at 2:00 p.m. Central Time.

The scope consists of routine weekly pickup service (Monday through Friday) for ten 4-cubic-yard trash containers and one 2-cubic-yard single-stream recycling container, with optional pricing for additional pickups, container adjustments, and roll-off container services. Bidders must quote line items 1 through 6; the department strongly encourages quotation of all seven items including optional services. Pricing must include all administrative fees, fuel surcharges, delivery, pickup, and disposal costs on a monthly basis and remain firm for the initial 24-month contract term from September 1, 2026 through August 31, 2028. TPWD reserves the right to adjust service quantities and frequency based on park visitation and operational needs. Price adjustments at contract renewal may be considered with approved justification; landfill disposal fee increases are accommodable with sufficient documentation limited to one increase per 12-month period.

The contractor must carry Workers Compensation insurance, Commercial General Liability of at least $1 million aggregate, and Automobile Liability of at least $500,000 combined single limit, with the State of Texas listed as additional insured. Minimum qualifications include three years of experience in refuse and trash collection services, required exhibits documenting company profile and past project references, and all applicable federal, state, and local permits and licenses.

Award will be made on a best-value basis considering lowest price, qualifications and experience, delivery schedule, past performance, and other factors determined by TPWD. An optional renewal period of up to three additional one-year terms is available contingent on mutual agreement, funds availability, and satisfactory performance. A pre-bid site visit is highly encouraged; interested parties should contact Kyla Gust or Craig Simpson at 325-572-3204. Bids are to be submitted via email to Purchasing.BidBox@tpwd.texas.gov or by mail or hand delivery to TPWD's purchasing office.
