About this opportunity
Palm Beach County Board of County Commissioners is issuing a Request for Quotation (RFQ) for the refurbishment of four Ludlum Model 52-1 Radiation Portal Monitors. The scope of work encompasses upgrading the monitors from 24-inch to 32-inch width specifications utilizing original equipment manufacturer parts, executing multi-point inspections and replacements, reprogramming reset times, and calibrating detectors to meet Federal Emergency Management Agency standard REP-21 using NIST-traceable measurement processes. Additional deliverables include replacement of foam dividers and damaged Parker brand shipping cases, with all old parts returned to the Palm Beach County Department of Emergency Management. The refurbished equipment must be new, of current manufacture, carry factory warranties, and include a one-year warranty against defects in materials and workmanship from the date of delivery and acceptance. All quotations must be submitted by February 11, 2021 at 4:00 p.m. Eastern Time to the Palm Beach County Purchasing Department, and pricing shall be submitted as a single, fixed, not-to-exceed unit price on the response page with pricing firm for ninety days from the date of opening. The total offer must include all costs associated with shipping instruments from the county facility to the repair facility and return, as well as full-replacement-cost cargo valuation insurance, with delivery required to the PBC Purchasing Department Warehouse at 2455 Vista Parkway, West Palm Beach, Florida. Payment will be rendered only upon the county's satisfaction and acceptance of delivered items, with the contract awarded on an all-or-none, total offer basis to the lowest responsive and responsible quoter.
The contract is funded through Federal Emergency Management Agency Public Assistance grant funding awarded to Florida Department of Emergency Management and Palm Beach County, requiring vendors to comply with federal regulations including 2 C.F.R. parts 200.327, 200.328, and 200.329, as well as environmental and historic preservation requirements and various federal certifications. No set-asides, disadvantaged enterprise restrictions, or incumbent vendor information is specified in the procurement documents. The RFQ does not identify a specific award value or budget range; however, the total cost must encompass all labor, parts, materials, transportation, insurance, and other necessary services required for the complete refurbishment and delivery of the four radiation portal monitors. No site visits, bidders' conferences, or specific award dates are referenced in the procurement documentation.
