All contractors and subcontractors must comply with prevailing wage requirements and maintain active DIR registration throughout project performance. The scope encompasses replacement of five existing 10,000-gallon underground storage tanks (three unleaded, two diesel) with new double-wall fiberglass reinforced plastic tanks, installation of five new fuel dispensers (three gasoline, two diesel), implementation of a Veeder-Root TLS-450 fuel monitoring system, integration with FuelCloud fuel management software, Fleetio Fleet Management Platform, and Geotab telematics platforms, installation of emergency generator connection infrastructure, electrical system upgrades, site restoration, and all associated labor, materials, engineering, permits, testing, and commissioning services. The work must achieve full compliance with current California UST regulations, CARB Enhanced Vapor Recovery requirements, SCAQMD regulations, and NFPA standards. The fuel station is located at 51-501 Tyler Street, Coachella, California.

Bidders submit unit-price bids for all 31 line items on the provided bid form. Bid security is ten percent of the submitted total bid price; performance and payment bonds are each 100% of the contract price. The contract term is one year with a 150-calendar-day completion deadline; liquidated damages are $1,000 per calendar day for work not completed within that period. Payment is monthly based on work completed, with 5% retention withheld until final acceptance and released no less than 35 days after District acceptance. A mandatory pre-bid conference is scheduled for September 28, 2026, at 10:00 a.m. PST via Microsoft Teams; a mandatory job walk is September 29, 2026, at 10:00 a.m. PST at the fuel station site. Requests for clarifications are due October 5, 2026, with responses posted via addendum by October 12, 2026. The projected contract award date is November 10, 2026.
