About this opportunity
The South Dakota Department of Social Services (DSS), Division of Economic Assistance is conducting a Request for Proposal (RFP) for Refugee Support Services (RSS), seeking experienced organizations to provide comprehensive support services for eligible refugee populations. The primary objective is to establish formal partnerships that will deliver targeted assistance including Refugee Health Promotion, Services to Older Refugees, Youth Mentoring, and Refugee School Impact programs. Qualified agencies will be responsible for managing grant applications, fund distribution, and ensuring compliance with Office of Refugee Resettlement (ORR) policy requirements. The RFP requires agencies to serve as fiscal and contractual intermediaries, tracking data and reporting on service delivery. Proposals are due by August 7th, 2025, with interested parties required to submit inquiries via email to Kirsten.Blachford@state.sd.us using the subject line "RFP15768" before the specified deadline. The contract period will span one year, ending September 30, 2026, with potential options for up to three additional one-year renewals.
The procurement is exclusively open to organizations with demonstrated experience in refugee support services, with a focus on state-based agency partners capable of managing complex federal funding streams. The contract will specifically target support for ORR-eligible populations, including specialized funding for Afghan and Ukrainian Humanitarian Parolees. The total funding is 100% federally funded and will be reimbursed on a cost reimbursement basis for sub-grantee payments and a unit price basis for administrative services. While specific disadvantaged enterprise set-asides are not explicitly detailed, the RFP emphasizes the need for agencies with robust infrastructure to manage comprehensive refugee support programs. The funding mechanism will require selected agencies to blend resources for data tracking, reporting, and direct service provision. Though exact award values are not specified, the comprehensive nature of the RSS program suggests a substantial multi-year funding commitment aligned with federal refugee support objectives.
