About this opportunity
The state of Arkansas, through the Arkansas Office of State Procurement (OSP) on behalf of the Arkansas Community Correction (ACC) department, is seeking qualified vendors to provide comprehensive residential reentry programming for individuals transitioning out of correctional facilities across the state. The contract will establish a Qualified Vendors List (QVL) of contractors capable of delivering mental health and substance abuse services, job readiness training, and family reunification assistance to up to 200 participants at a time. Prospective contractors must obtain a Stage 1 and Stage 2 Reentry Facility License and submit their qualifications by October 17, 2023. Qualified vendors will be eligible for an initial 4-year contract term, with the potential for up to 3 additional 1-year renewals. The anticipated start date for the QVL is November 20, 2023. Contractors will be reimbursed according to the rates, timelines, and procedures set forth in the ACC Administrative Directive on Reentry Facilities.
The solicitation includes set-aside requirements for small, minority, and women-owned businesses. There are currently 5 incumbent contractors serving 293 facility residents, and their relevant experience is encouraged. The total contract value is estimated at $15 million annually, with funding coming from state and local government budgets, as well as potential federal grant opportunities. Prospective contractors must be registered in the state's eProcurement system, ARBuy, to submit their responses.
