No substitutes are permitted; the specification is Wilkins OEM only.
The Small Business Development (SBD) Program applies to non-federally funded portions, with preference given to certified small businesses within ten percent of the lowest responsive, responsible vendor bid. A local preference ordinance provides a five percent adjustment for quoters maintaining permanent places of business in Palm Beach County or the Glades.
Quotations must be submitted via fax or email to Jonathan Silva (JSilva@pbc.gov) or PUR-PurchTeam3@pbc.gov. Pricing must be firm for ninety days from quote submission and for any subsequent contract term, quoted to two decimal places. Vendor registration in the County's Vendor Self Service (VSS) system is required; all subcontractors must also be registered. Standard compliance includes E-Verify employment eligibility verification, criminal history records checks for certain facilities, commercial nondiscrimination certification, debarment and suspension certification, and human trafficking affidavits. Vendor legal name, address, and TIN/FEIN number on the quote must match VSS records and invoice documentation exactly. Payment is made upon receipt, acceptance, and proper invoicing of goods.
Amendment #1 to the original solicitation modifies technical specifications, performance standards, compliance requirements, pricing structures, delivery timelines, and quality assurance requirements. Palm Beach County is exempt from federal and state taxes. Award recommendations will be publicly posted for five business days if federal funds are utilized.
