About this opportunity
The City of Scranton, located in Lackawanna County, Pennsylvania, is conducting a Request for Proposal (RFP) for the Department of Public Works to procure recycling containers through an electronic procurement process. The specific procurement involves 2,000 32-gallon blue recycling containers with drain holes and custom logos on both sides, and 2,000 18-gallon red recycling bins, both with specific branding requirements. Proposals must be submitted electronically through the City's e-Procurement Portal by 10:00 a.m. on Thursday, April 13, 2023, with a deadline for questions set at 2:00 p.m. on Thursday, April 6, 2023. Respondents are required to register on the procurement portal to participate and must provide comprehensive documentation including certificates of insurance, affirmative action certifications, non-segregated facilities certificates, non-collusion affidavits, and contractor disclosures. The evaluation of proposals will be based on completeness, responsiveness, professional qualifications, proposed work plan, and project fees, with a total possible score of 100 points across these categories. Proposals will be publicly opened in City Council Chambers and made viewable on YouTube at www.youtube.com/user/electriccitytv570.
The RFP does not explicitly indicate specific set-aside designations or restrictions for disadvantaged enterprises. Pricing for the recycling bins follows COSTARS (Cooperative State Purchasing) guidelines, with 32-gallon blue bins priced at $18.95 each (an additional $0.30 per unit for stamping) and 18-gallon red containers priced at $14.71 each. Respondents must also provide a freight charge with their proposal. While no incumbent vendors are mentioned, the procurement requires electronic submission through the ProcureNow e-Procurement Portal, indicating a modern procurement infrastructure. Technical support is available through OpenGov's software administration, with support accessible via real-time chat on the website or email at support@procurenow.com. The total potential contract value can be estimated at approximately $75,600 for the recycling bins, not including potential additional costs for freight and custom logo stamping.
