About this opportunity

The Commonwealth of Kentucky, Department of Criminal Justice Training (DOCJT) issued a Request for Quotation (RFQ) on March 3, 2023, to procure evening meal services for its training programs located in Johnson County. The DOCJT seeks to provide meals to approximately 110-150 students enrolled in training programs, with service required Monday through Thursday from 5:00 PM to 8:00 PM during the contract period of July 1, 2023, through June 30, 2024. The service provider must offer a variety of meal choices and beverages, accommodate the specified number of students on a nightly basis, and provide carry-out options if necessary. The vendor location must be within a five-mile radius of the DOCJT facility at 4449 Kit Carson Drive, Richmond, Kentucky 40475, and the vendor is responsible for supplying all necessary equipment, facilities, adequate parking, and clean restroom facilities. Responses were due by 3:00 PM EST on March 15, 2023, with no site visit or bidders' conference scheduled. Award will be made to the lowest evaluated responsive and responsible bidder using a best value approach with price as the sole measurable criterion, calculated on a per-meal basis, with meal costs not to exceed $18.00 per meal.

The procurement includes several set-asides and preferences for qualified bidders, including Kentucky Correctional Industries (20 percent preference), Kentucky Industries for the Blind, nonprofit organizations furthering KRS Chapter 163, and qualified nonprofit agencies for individuals with severe disabilities (15 percent preference each). Kentucky resident bidders receive reciprocal preference equal to preferences given by the bidder's home state. All bidders must submit a notarized affidavit confirming resident or qualified bidder status and compliance with Kentucky campaign finance laws pursuant to KRS 45A.110 and 45A.115, along with attestation that they have not knowingly violated the state's campaign finance laws. Vendors must maintain workers' compensation insurance and unemployment insurance coverage and comply with all applicable Kentucky laws and federal nondiscrimination requirements. The maximum contract value is $20,000 per fiscal year, with payment to be made within thirty working days of invoice receipt and agency approval.
