About this opportunity
The City of Santa Cruz is seeking a qualified operator to enter into a lease agreement for the Harvey West Pool located at 275 Harvey West Blvd, with a focus on providing comprehensive recreational aquatics services and facility maintenance. The procurement is a Request for Proposal (RFP) for a one-year contract with potential two one-year renewal options, targeting an organization capable of establishing financially sustainable aquatics programming. Key objectives include providing affordable swim lessons accessible to diverse community members, offering recreational swimming services, and maintaining proper pool operations and certifications. The proposal requires the selected operator to manage year-round aquatic programming including recreational swim, lap swim, therapeutics, and exercise/fitness services while covering utility costs estimated at approximately $64,000 annually. The proposal is due on May 17, 2024, at 5:00 pm, with a non-mandatory pre-proposal meeting scheduled for May 3, 2024, via Zoom. Evaluation criteria will focus on firm qualifications, technical approach, cost proposal, and ability to meet the City's recreational and community service objectives.
The RFP does not specify specific set-aside designations or restrictions on responding organizations. The operator will be responsible for monthly rent payments, which will be held in an account to fund long-term capital improvements, with the City covering major capital expenses and providing facility access. The sample contract indicates comprehensive insurance requirements, including Commercial General Liability ($1,000,000 per occurrence), Professional Liability ($2,000,000 per occurrence), Automobile Liability ($1,000,000), Workers' Compensation, and Data Security and Privacy Liability ($5,000,000). While specific budget ranges are not explicitly stated, the contract suggests the City seeks minimal financial support for pool operations. The agreement is contingent upon city funding appropriation and will terminate on June 30, 2025, with potential annual renewals. The selected operator must demonstrate the capability to provide high-quality, accessible aquatic services while maintaining financial sustainability and meeting community recreational needs.
