About this opportunity
The City of Santa Cruz is seeking a qualified operator to manage and provide recreational services for the Harvey West Pool, located at 275 Harvey West Blvd. The Request for Proposal (RFP) No. PR-0186 solicits proposals from individuals or organizations capable of establishing financial stability for aquatics programs while minimizing city financial support. Key objectives include providing affordable swim lessons accessible to all ages and abilities, ensuring pool access for community programs, and performing minor facility maintenance. The selected operator will be responsible for day-to-day pool operations, including staffing, programming, and compliance with local, county, state, and federal regulations. Proposals are due by February 21, 2025, at 5:00 pm and must be submitted electronically through the city's e-Procurement Portal. The evaluation criteria will assess technical approach, qualifications, experience, cost, and potentially include an interview process. The initial contract term is one year, with options for two additional one-year renewals, covering summer 2025 programs scheduled from June 9 to August 1, 2025.
The RFP does not specify explicit set-aside designations or restrictions for disadvantaged enterprises. The pool facility includes a main pool with a 200-person capacity and a smaller instructional pool with a 25-person capacity. The City will provide support through a half-time Recreation Coordinator and a full-time Service Field Crew Leader, both holding Certified Pool Operator (CPO) licenses. The City will handle chemical purchases, install security cameras, and cover major capital and utility expenses. While a specific budget range is not explicitly stated, the Sample Contract indicates the operator will pay monthly rent as negotiated in the Scope of Work. The operator will be required to maintain comprehensive insurance coverage, including Commercial General Liability ($1,000,000 per occurrence), Professional Liability ($2,000,000 per occurrence), Automobile Liability ($1,000,000), Workers' Compensation, and Data Security and Privacy Liability ($5,000,000). The contract is contingent upon the City's appropriation of sufficient funding and may be terminated if funding is reduced or deleted.
